Toners are usually transparent liquids. Some ingredients that are not easily soluble in water are dissolved by adding solvents or solubilizers to produce thermodynamically stable, transparent liquid products. In recent years, due to consumer demand for product functions, in addition to transparent toners, various dosage forms of toners have also been produced, such as microemulsions, transparent or translucent toners made by liposomes and other technologies. Transparent and thick toners rich in polymers have also appeared on the market.

The main function of toner is to add moisture and other moisturizing ingredients to the facial skin and help the skin adjust its physiological balance.
